When the Oakland Army Base closed in 1999, it dismantled a national maritime asset, an economic engine, and a major job generator for the City of Oakland. 5,000 regional jobs were lost as well as 2,000 civilian/military jobs. Oakland was left with decaying, outdated infrastructure, including 93 non-conforming buildings, 4.6 million square feet of obsolete warehouse and 255,000 square feet of unused office space.
Oakland Global will revitalize the Oakland waterfront through job creation and world-class environmental and safety standards, and ITS is a proud partner in this endeavor.
ITS is in the process of investing over $250 million for the proposed 66 year life of the project to make those benefits a reality and to generate:
- a construction payroll of $76 million, and
- annual and induced payrolls of $120 million

This Construction Jobs Policy sets forth hiring procedures and Resident, Apprentice, and Disadvantaged worker participation requirements for the construction of the Public Improvements on the City-controlled portions of the former Oakland Army Base. The provisions of this policy will govern the infrastructure and site preparation work in the West Gateway ITS sublease area.
This Construction Jobs Policy sets forth hiring procedures and Resident and Apprentice worker participation requirements for the construction of the Private Vertical Improvements on the former Oakland Army Base. The provisions of this policy will govern the vertical bulk terminal build out in the West Gateway ITS sublease area.
This Operations Jobs Policy sets forth certain hiring procedures and Oakland Resident, West Oakland Resident, and Disadvantaged Worker employment requirements for Large Employers operating in the West Gateway lease area. The provisions of this policy will govern operational jobs at the ITS bulk commodity terminal.
This report generated by Keyser Marston Associates, Inc. (KMA) evaluates the job creation, property tax revenue, and other economic impacts to be generated by the Army Base Gateway Redevelopment Project. Three scenarios were provided to assess Oakland Global’s impact in being a key job-generator for Oakland:
Scenario 1: Completion of Oakland Global Phase 1 (currently in progress) – City Gateway Development and Port Rail Yard.
Scenario 2: Completion of the entire Oakland Global master plan – Phase 1 plus the Port’s Logistic area and the Seventh Street grade separation improvements.
Scenario 3: No improvements – maintaining the 2012 status quo of the development area with no project moving forward.
